Housing schemes for slum dwellers fail to draw occupants in Faridabad

Live Mint
It also exposes the lack of planning and poor management of welfare projects that aim to improve the living conditions of the 75.2 million urban poor in India.

Huda’s Ashiana housing scheme, in which Mandal was allotted a unit, is a case in point. More than 19 months after the project was completed, the 3,080 units have failed to attract even a single occupant.

Experts suggest that the government will be better served if it develops the slums, instead of pursuing expensive housing projects that make little economic sense for the urban poor, who earn less than Rs. 200 a day and have to support large families.

Making dream of legally owning house a reality: independent floors in plotted colonies in Faridabad

Sources said that vertical divisions of plots and increase in floor area ratio (FAR) would not be allowed. In addition to the normal stamp duty, 1% extra stamp duty would have to be paid by the party desirous of registering the floor-wise dwelling units through a separate challan.

This 1% stamp duty will be paid by the treasury to the municipal committee/ HUDA depending on where the property in question is located. While this is going to bring huge relief to house owners, there is also a catch for the state government . It expects to generate approximately Rs 200 crore revenue in the form of collection of stamp duty with this single move.

Huda to return 379 acres for greening of Aravalis

In what appears to be the first win for those fighting for the revival of Aravalis, the Haryana Urban Development Authority (Huda) is all set to hand over 379 acres of land in the hilly suburbs of Faridabad and Rs 45 crore for the re-development of forests there.

This is as per a recommendation made by the Central Empowered Committee (CEC). In return, CEC will make an appeal to the Supreme Court for granting amnesty to HUDA for its development projects in sectors 21-C-III, 44, 45, 47, Anangpur Village (part of Kant Enclave) and some community buildings which are partially or wholly in notified forest land as per the Punjab land Preservation Act (PLPA).

This quid-pro-quo deal was worked out at a meeting between the CEC and the Haryana government on January 7. On Wednesday, the deal was sealed at a meeting of financial commissioners and principal secretaries of various departments. The meeting was chaired by P K Das, principal secretary and financial commissioner (forests).

20% land in new sectors of Gurgaon, Faridabad for group housing

In a move that will help many middle-class families get affordable homes, Haryana Urban Development Authority announced that in each new sector at Gurgaon, Faridabad and Panchkula, a mandatory 20% of land would be earmarked for group housing societies.
The authority also announced it had revised the charges that any builder has to pay HUDA as security deposit for generating construction waste. The fee band has been revised to Rs 5,000-Rs 1 lakh from the existing Rs 1,000-Rs2,000.

The revision in malba fee comes after nearly two decades and is expected to help keep roads and berms clear of construction waste. Justifying the huge increase, Gupta said this would keep the state clean. He added that from now, 90% of the fee would be refunded when the allottee collects his occupation certificate issued by estate officer

Faridabad goes vertical

The Times of India

The Haryana government has decided to allow floor-wise registration of the houses falling under municipal limits, HUDA sectors and Town and Country Planning licenced areas. Besides making people in Gurgaon, Faridabad and Panchkula the legal owners of their part of the house, the move will also help the state earn a revenue of around Rs 200 crore annually as stamp duty.

It would be applicable only to the residential units in authorized areas and vertical divisions of plots and increase in floor area ratio (FAR) would not be allowed. In the existing sectors/areas the size of plots on which construction/floors are proposed to be registered independently would not be less than 180 square yards, he added.

State finance minister Birender Singh said that in addition to the normal stamp duty, 1% extra stamp duty would have to be paid by the party desirous of registering the floor-wise dwelling units through a separate challan. This 1% stamp duty would be paid by the treasury to the municipal committee/HUDA depending on where the property in question is located, for defraying the costs of additional external development that the municipal body/HUDA would have to incur due to the pressures on civic amenities that would rise.

The minister said registration of floors could also be done in case of plots which are yet to be constructed and there would be no restriction on the size of plots that could have multiple owners floor-wise. For new sectors, HUDA could devise rules and licence fees keeping in view this decision. Singh directed to expeditiously carry out any changes required in the existing rules and regulations of HUDA and Town and Country Planning Department to make the decision legal.

Most affordable rates in NCR in Faridabad

Poorna Bhattacharjee, The Indian Express
No other market near Delhi offers rates as affordable as those in Faridabad. Greater accessibility from Delhi via the Metro will make this area even more popular in the near future. Demand has been picking up ever so slightly and the buyer looking for bargain prices in the NCR region can get them in Faridabad.

Plots in Sectors 82, 83, 84, 85, 75 & 76 are priced at Rs 10 – 12, 000 per square yard, in the secondary market. Primary market rate for a 250 square yard plot is Rs 14, 0000 per square yard, Rs 13, 500 per square yard for a 350 square yard plot and Rs 12, 500 per square yard for a 500 square yard plot. Rates have reduced about Rs. 6000 from the previous year. Sectors under Haryana Urban Development Authority (HUDA) have seen a similar reduction of Rs 6000 per square yard over one year. The average plot rate in Sector 21 A, B, C, D is at Rs. 24 – 28, 000 per square yard. Rs. 35,000 per sq yard is the average rate for Sector 16 while it is Rs. 40,000 for Sector 15. Sectors 30 – 31 are priced between Rs 40,000 and Rs 42,000 per square yard. Apartment rates in Sector 21 range from Rs. 30 – 35 lakh for 2 BHK to Rs. 50 –60 lakh for a 3 BHK.

The Neher Paar area consists of the upcoming sectors 77, 78, 86, 88, 89, where the prices of apartments have reduced by about Rs 150 per square foot. The current primary market rate is between Rs. 1800 and Rs 2000 per square foot. The secondary market rate is between Rs. 1450 – Rs. 1650 per square foot.

Rental rates have remained stable. In Sector 21 C, a 2 BHK apartment spanning 1000-1200 square feet is being rented out at Rs. 8000 per month. A 3 BHK flat of around 14-1800 square feet is at the rate of Rs 130000 per month while a 4 BHK of 2000-2300 square feet is at the rate of Rs. 16000. In sector 16, a 2 BHK floor on a 108 square yard plot can be rented at the rate of Rs 9000 per month while a ¾ BHK floor on a 250 square yard plot is at the rate of Rs 18 – 20,000 per month.
“The market is beginning to ease solely in Faridabad. Other areas in the NCR region like Gurgaon are not offering many deals for the middle class customer,” said Pradeep Mishra, broker with Sainik Estates. A number of malls such as Crown Interior, Vardhman Star Shop and Mall Manhattan have come up in Faridabad. DPS, Faridabad is also centrally located near the Faridabad Chowk. Given its good location and ample facilities, Faridabad promises good deals for the cautious consumer.
